Local Authority Funding Reform Bill Sets Phased Westminster Council Budget Rollout from October 2026

The Local Authority Funding Reform Bill, passed by Parliament on 22 June 2026, requires Westminster City Council to adjust its annual budget allocations beginning in October 2026. The changes apply to all 204,000 residents across the borough and cover areas such as street maintenance, library operating hours and adult social care assessments.
National government budget papers released in May 2026 identified a 4.2 per cent reduction in the core revenue support grant for inner London authorities. Community centres funded through the council's discretionary grants programme will move to a new application window opening on 1 November 2026. Implementation Schedule
The government says the policy will complete its first phase by March 2027, when Westminster City Council publishes its audited accounts showing the reallocated expenditure lines. Policy analysts say subsequent monitoring reports will be published quarterly through the Productivity Commission dashboard, allowing residents to track spending against the original grant figures.
