Shoreditch Council Approves 2026 Community Services Allocation, Expanding Local Support Access

Shoreditch councillors on July 7 approved the 2026-27 Community Services Allocation, directing £2.4 million to expand operating hours and staffing at the Arnold Circus, Redchurch Street and Hoxton Street hubs. The measure passed 27-12 and takes effect on 1 September.

The allocation responds to a 19 percent rise in referrals to Hackney adult social care recorded in the 2025-26 financial year, according to the council's quarterly monitoring report published in May. Officers told the meeting that current facilities close at 6 pm on weekdays and lack weekend coverage in Shoreditch wards.

Changes to daily access

Residents who use the hubs for benefit advice, English classes and mental-health drop-ins will see extended hours until 8 pm on weekdays and new Saturday openings from 10 am to 4 pm. The budget also funds two additional part-time support workers at each site, increasing capacity by an estimated 180 appointments per week. Local advocates note that families on Arnold Estate previously travelled to Dalston for evening sessions.

The legislation states that priority will be given to households already known to social services and to people over 65 living alone. The council's own projections in the budget paper estimate the changes will reach 4,500 additional Shoreditch residents by the end of the financial year.

Next steps for delivery

Procurement of the extra staff and minor refurbishments must be completed by 31 August, with the first quarterly performance report due before the November council meeting. Any underspend will be returned to the general fund rather than carried forward, the motion specifies.

Policy analysts say the measure forms part of the council's three-year social-care savings plan, which requires overall spending reductions of £11 million by 2028. Further votes on related transport and housing allocations are scheduled for September.
