Kensington and Chelsea Unveils 2026 Service Framework for Notting Hill

The Community Services Delivery Framework 2026 changes the way the Royal Borough of Kensington and Chelsea allocates grants for youth clubs, food distribution points and older residents' day centres. Candidates standing in the local elections have made the framework a central part of their campaign statements on community services.

The framework comes into effect in the new financial year. Local government boundaries place Notting Hill inside the borough, so decisions taken at the town hall directly determine which projects receive money and which services operate from buildings on streets such as Talbot Road and Westbourne Grove.

How the framework shapes daily services

Residents who use the food bank at St Peter's Church or attend after-school sessions at the North Kensington Community Centre will see the effects first. The document lists priority categories for funding, including emergency food aid and supervised activities for secondary-school pupils. Campaign literature from several candidates refers to these categories when they describe their plans for the next council term.

Budget papers published by the borough in March 2026 show that £4.8 million is ring-fenced under the framework for the Notting Hill and Golborne ward. Council officers will decide individual grants after applications close in September. Local advocates note that previous rounds of funding supported 14 organisations operating inside the ward.

Further decisions on the same money will be taken after the election results are declared. The incoming administration must publish its grant recommendations by December 2026, according to the timetable set out in the framework document. Candidates have told public meetings that they will press for quicker publication of the final list once votes are counted.
