Changes to Service Delivery for Residents
Residents in the Holloway ward will gain additional slots at the Andover Community Centre for carer respite sessions, with the framework directing £420,000 toward staffing those sessions. In Barnsbury, the updated rules increase the number of family support visits per month from four to six for households already registered with the council's early help team. Highbury residents using the Highbury Roundhouse facility will see extended opening hours on weekday evenings until 9pm, funded through the same reallocation.
Local advocates note that these adjustments target services already listed in the council's published directory of community facilities. The framework document specifies that no new buildings will be constructed and that existing staff contracts will be extended rather than new positions created.
Budget Figures and Implementation Timeline
The 2026-27 budget paper records a transfer of £1.8 million from central administrative overheads into the community services line. This figure appears in the revenue estimates section under adult social care and is projected to support 2,400 additional resident contacts across the 12 hubs named in the framework appendix. Council officers have stated that monitoring reports will be published on the Islington website each October beginning in 2026.
Rollout is scheduled to begin on 1 September 2026, with the first quarterly performance data due in December. The legislation requires the mayor to present a consolidated report to the full council meeting in February 2027 before any further adjustments are considered.
